The
Housing Authority of Contra Costa County, in collobaration with the Contra
Costa County Redevelopment Agency, has started a revitalization project
on the 224 units at Las Deltas Public Housing. The project will be addressing
aging, obsolescence, as well as neighborhood safety (a partnership with
the County Sheriff's Department).
The 224-unit Las Deltas Public Housing was built in three
phases from 1952 until 1961 with some apartments in clusters and others
scattered throughout the neighborhood. Aging,
obsolescence,
and budget necessities are challenging effective continued operations and
resulting in the need to consider revitalization and/or redevelopment of
the sites. To help increase neighborhood safety, a Sheriff's Deputy is funded
by HACCC and others.
There is a relatively high level of absentee ownership, detriorated, and boarded-up buildings in teh neighborhood. Las Deltas is approximately a mile from an oil refinery and related chemical processing industries which have produced toxic emission events. There is some public bus transportation. In the past, the area has been described as depressed and troubled. There are active neighborhood improvement advocates in organizaed North Richmond community groups.
