North Richmond is an unincorporated area governed by the Contra Costa Board of Supervisors. Community input is facilitated by the North Richmond Municipal Advisory Committee (MAC). The North Richmond Redevelopment Area (RDA), established in 1987, encompasses approximately 900 acres and is managed by the county. Redevelopment funds are used to enhance the quality of life for all residents and assist businesses with projects that will create jobs for local residents. RDA funds are directed to economic development, infrastructure improvements, public facility improvements, and expansion/improvement of affordable housing in accordance with the goals and policies of the community.
North Richmond is served by the Contra Costa County Sheriff's Department operating out of the Bay Station substation. A statistical comparison of criminal activity in the North Richmond Community area in 1997 and 1998 showed a 400% decrease in homicide, a 57% decrease in robberies and a 45% decrease in burglaries. This can be attributed to a new team policing concpet which involves bease patrol deputies working together to address criminal problems. Fire protection is provided by the Contra Costa County Fire District. A community office for the Sheriff is located in the new commercial center, adjacent to the Center for Health and new senior housing developments on Third Street near Chesley.
The San Francisco Bay Area is a regional center for medical care, providing specialized services to Northern California residents from as far away as 200 miles. There are over 40 hospitals within a 30-mile radius of North Richmond. The closest facilities are Kaiser-Permanente Medical Center in Richmond and Brookside Hospital in San Pablo. In 1999 a new 6,000 sq. ft. health center named The Center for Health opened in North Richmond at 3rd and Chesley. It serves all ages and proivdes primary medical care services including care for pregnancy, children and seniors as well as coordination of all specialty services. The center is operated by Contra Costa County Health Services.
