The County-initiated zoning and development plan for the Bay Point Redevelopment Area and an additional waterfront area was approved by the County Board of Supervisors on February 11, 2003. The zoning area includes approximately 2,100 acres of land designated for various uses in the County General Plan and Pittsburg/Bay Point BART Station Area Specific Plan. The object of this Planned-Unit District is to combine into this readily understandable document all of the requirements for development or use of property in the project area.

The Contra Costa County Redevelopment Agency has completed a Strategic Plan for the Bay Point Waterfront. The Strategic Plan Final Report outlines the goals, objectives and implementation steps for the Revitalization of the Bay Point Waterfront based on community planning workshops. The Contra Costa County Redevelopment Agency, the City of Pittsburg, and the Bay Area Rapid Transit District (BART), as part of an effort to revitalize the area and plan for transit oriented development, have sponsored a General Plan review and draft Specific Plan of the Pittsburg/Bay Point BART Station area. Prior to the completion of the BART station, the County, City and BART began work on the draft Pittsburg/Bay Point BART Station Area Specific Plan. With the extension of BART to the Pittsburg/Bay Point area, an opportunity to plan for transit-oriented development was recognized. The Specific Plan’s purpose is to add substantial County and City policy detail to what is needed for this revitalization effort.

The Contra Costa County Redevelopment Agency ("Agency") is seeking a master developer for the 7.6 acre Orbisonia Heights site, located in the Pittsburg/Bay Point BART Station Specific Plan Area. The site is an excellent location for a residential mixed-use, transit-oriented development and represents an exciting opportunity for the Agency to enter into a public/private partnership with an experienced developer.
Bay Point Venture One plans to develop a light industrial/business park at the northeast intersection of Port Chicago Highways and Pacifica Avenue in Bay Point. The proposal includes a 23-lot subdivision, preliminary development plan, and a land use permit on approximately forty five acres of vacant land.
