The Contra Costa County Redevelopment Agency, the City of Pittsburg, and the Bay Area Rapid Transit District (BART), as part of an effort to revitalize the area and plan for transit oriented development, have sponsored a General Plan review and draft Specific Plan of the Pittsburg/Bay Point BART Station area. Prior to the completion of the BART station, the County, City and BART began work on the draft Pittsburg/Bay Point BART Station Area Specific Plan. With the extension of BART to the Pittsburg/Bay Point area, an opportunity to plan for transit-oriented development was recognized. The Specific Plan’s purpose is to add substantial County and City policy detail to what is needed for this revitalization effort.

The County-initiated zoning and development plan for the Bay Point Redevelopment Area and an additional waterfront area was approved by the County Board of Supervisors on February 11, 2003. The zoning area includes approximately 2,100 acres of land designated for various uses in the County General Plan and Pittsburg/Bay Point BART Station Area Specific Plan. The object of this Planned-Unit District is to combine into this readily understandable document all of the requirements for development or use of property in the project area.

Bay Point Venture One plans to develop a light industrial/business park at the northeast intersection of Port Chicago Highways and Pacifica Avenue in Bay Point. The proposal includes a 23-lot subdivision, preliminary development plan, and a land use permit on approximately forty five acres of vacant land. The Redevelopment Agency hired a Design, Community and Environment (DC&E) to facilitate a community planning process for the development an 8 acre site in the North Broadway Neighborhood. Through a series of four community workshops, DC&E has created a conceptual plan for the North Broadway site based on the principles of New Urbanism that includes single family homes, townhomes facing Willowpass Avenue, and some small commercial space. The North Broadway Neighborhood has undergone significant infrastructure improvements to aid in traffic circulation and crime reduction. The project is being implemented in four phases and we are currently working one phase 2.
Phase I - This phase will construct North Broadway Avenue, Solono Avenue, construct Pullman Avenue between North Broadway Avenue and Fairview Street and reconstruct as much of Poinsettia Avenue as the funds will permit.
Phase II - This phase will complete the reconstruction of Poinsettia Avenue, reconstruct the remaining streets in North Town and construct Pullman Avenue between Crivello Avenue and Bella Monte Avenue.
Phase III - Two streets will be constructed in this phase. The cross street north of Pullman Avenue will extend from North Broadway Avenue to Fairview Street. When the vacant lots develop Siino Avenue will be extended and connected to this cross street.
Phase IV - The phase will construct the improvements adjacent to the vacant lots in the center of the North Broadway Area. It is expected that this phase will be constructed concurrent with the development of the vacant lots. The construction of these street and the internal streets in the development will tie the two sections of the North Broadway Area together.
The Redevelopment Agency and Public Works Department are working to design and construction bike lanes along Port Chicago Highway between Pacifica Ave. and McAvoy Road.
